Mark is a highly experienced transport consultant who specialises in passenger demand forecasting, rail pricing, and ticketing strategies. He leads Steer’s Rail Advisory Revenue and Markets Practice and has dedicated his entire career to the rail sector—starting in Train Operating Company (TOC) commercial management, followed by franchise bidding, and now consultancy.
Mark has supported a wide spectrum of public and private sector clients, delivering insight across key areas such as revenue and demand forecasting, ticketless travel, and customer research. He has played a central role in projects for the Department for Transport, including commercial negotiations for Direct Awards, and has supported the Great British Railways Transition Team (GBRTT) over the last four years, including work on Annual Business Plan (ABP) submissions.
A recognised expert in rail demand modelling, Mark has helped specify and develop forecasting models and contributed to several research projects for the Passenger Demand Forecasting Council (PDFC). His work also includes the ongoing delivery of the accredited Station Usage statistics since 2019.
Mark has evaluated key fare initiatives, including flexi season tickets and ScotRail reform, assessed the impact of split ticketing on industry revenue, calibrated MOIRA2, and provided modelling support for major operators, including LNER and East West Rail.
