With over 25 years of experience in the transport sector, Liliana has established a career spanning leadership, management, strategy, market development, and technical roles across the private sector, government, and academia. Liliana has led cross-national teams, working extensively in Latin America and the United States alongside professionals from multiple continents.

José Daniel is a Civil Engineer with graduate studies in Regional Planning and over 15 years' experience in infrastructure transactions, transport modelling and PPP schemes.

Jim is the founder of Steer and was the CEO for the first 25 years. Jim is a chartered civil engineer and has extensive experience in transport strategy and planning.

Having served on the Executive and then Board at Steer for the last ten years, Sharon is currently Portfolio Director responsible for delivering on a range of corporate change initiatives as part of the Executive Team at Steer. These initiatives use Sharon’s expertise in building organisational capability, developing and evolving skills and service lines for clients, and acquiring and integrating teams and businesses into the Steer group.

Silvia leads the planning area in our Mexico office. She is a specialist in urban planning and sustainable urban development, working across Mexico and Colombia. Her experience has focused on the analysis and research of strategic urban sustainable planning for cities at different scales. She currently leads projects related to sustainable urban mobility, urban logistics, parking strategies among others.

Tom has extensive experience in transport planning and economics. Tom has an excellent understanding of how transport can meet wider economic, social, and environmental outcomes, and enjoys working with colleagues and clients to develop schemes and strategies to help achieve these, providing evidence-based analysis to support investment decisions and policy development across a range of sectors, including rail, highways, and urban transport.

Victoria leads Steer’s development planning practice, focusing on delivering high-quality transport solutions for complex and high-profile development projects. She provides strategic, timely, and evidence-based advice, prepares key transport documentation, and oversees multi-disciplinary teams to ensure seamless and successful project delivery.

Ursula Velarde is a Transportation Engineer who holds a Master’s in Engineering Sciences—also in transportation—from the Pontificia Universidad Católica de Chile. With a well-established career in transportation planning consultancy, she has specialized in infrastructure and transportation services in Latin America. She currently serves as Director and Operations Leader for Latin America at Steer.

Samuel is a transport modeller with over 20 years’ experience in the transport planning, toll road and infrastructure sectors. He supports our infrastructure offer in Santiago, working for concessionaires, government agencies and other private companies.

Ernesto has worked in transport planning for over 20 years and is an expert in demand forecasting, project appraisal and transport system modelling. He has directed traffic studies for major private finance infrastructure projects, including highways and ports. He has also led a number of freight and logistics, transport strategy and transport policy projects, working for both private and public sector clients in Chile, Mexico, Puerto Rico, Uruguay and Brazil.
