James is a highly experienced economic development professional with experience in research, analysis and policy development across local and regional government. Before joining Steer, he spent eight years at the West Yorkshire Combined Authority, where he led the Economic & Transport Analysis Team and played a central role in shaping major strategies, including the Strategic Economic Plan and Local Industrial Strategy.
Since joining Steer, James has led a wide range of research and strategy projects for subnational clients, focusing on sector development, trade and investment, productivity, and innovation. He has been instrumental in strengthening collaboration across the North of England, working extensively with the NP11 partnership and its successor, the Mayoral-led Great North Partnership.
James brings a deep understanding of the UK’s devolution landscape and economic policy environment, underpinned by strong analytical skills in both qualitative and quantitative methods. His background in designing and delivering evidence-based research enables him to provide clients with nuanced insight into local and regional economies. As an Associate, James is helping grow Steer's economic strategy and research capabilities, while increasingly working across the wider business to better integrate our economic development and transport expertise.
