Óscar-Julián is a civil engineer with postgraduate degrees in transport and finance, and has a solid track record in the fields of engineering and transport and logistics economics. Throughout his career, he has worked directly with various multilateral banks and has held executive positions in both national and local public entities in Colombia. In his public sector experience, he was responsible for the technical and financial management of high-impact projects.
Some of the key projects in his career include leading Colombia’s accession process to the United Nations 1958 Agreement on vehicle safety and environmental performance standards (Law 2290 of 2023); participating in the negotiation and financing process for the First Line of the Bogotá Metro (CONPES 3923 of 2018); coordinating the adoption of the Bogotá Mobility Plan 2023–2035 (Decree 497 of 2023); managing resources for Bogotá’s Fare Stabilization Fund (approximately USD 900 million annually); and leading the budget design of the externality charge scheme known as “Pico y Placa Solidario” (Law 1955 of 2019).
Additionally, he has corporate governance experience, having served as a board member in the transport sector.
At Steer, he has worked on freight transport projects in the rail and maritime sectors and has led transport economics analyses, with a strong focus on developing financial and economic models, as well as supporting the trunk fleet renewal process for the TransMilenio system.
