As Practice Lead for Bus Regulatory Reform at Steer, Steve brings industry-leading experience in supporting local authorities in exploring bus franchising options and developing business cases for major public transport interventions. A Chartered Transport Planning Professional, Steve actively supports the Chartered Institution of Highways and Transportation (CIHT) in promoting and administering this professional qualification.
Steve led Steer’s advisory work for the Liverpool City Region and West Yorkshire Combined Authorities, overseeing the development of the Assessment documents that underpinned their decisions to introduce bus franchising. He also contributed to the independent review of the South Yorkshire Mayoral Combined Authority’s Assessment and currently leads Steer’s advisory support to the West Midlands Combined Authority as it advances towards a franchising decision.
His expertise spans the Strategic and Economic dimensions of transport planning, including identifying partnership and franchising options and developing frameworks to assess strategic impacts and value for money. These skills have been refined through a career focused on building business cases that secure funding and powers for major transport investments across transit, rail, bus, and active travel modes.
